Utage(left loli) is roughly in her 30's while Kinue(right loli) is 42 years old. yep unlike the other day's loli's these 2 while from different series the 2 today are legal adults but suffer from what is known as Loliconitus. I like that name for folks who are forever stuck to look like children even as adults lol

Loliconitus - a body condition in which one's body will suffer a stunted growth after a certain age and will not grow to look past they are elementary school.

for the record Utage is from Noucome and is the Aunt of the main guy in that anime. Kinue is the mother of Masamume from Masamune-kun's revenge. She's a loli mom who actually got it on with a guy who was probably into lolis or could be the dad is a loli too but who knows. so after seeing 2 loli adults is this one line that can be considered fine in the grand scheme of fanservice things since face facts the lolis will always be used in just any genre of anime due to their popular demand regardless of them being underage or legal adults. so lolis like Utage and Kinue one okay line of Lolis to have? or rather any loli that is roughly from for now we'll say bare minimum 18 and above unless like most anime you're fine with loli's starting at 16.
